Something to point out is that Dodoria and Zarbon didn't become alarmed by Vegeta's power growth until after it had reached 24,000. Beforehand they were able to pick up on the signature at 22,000 and while it was unexpected, they weren't apprehensive about the number. It was only once Vegeta had finished powering up that they admitted to being inferior. What this indicates to me is that a power level of 22,000 isn't insurmountable for them - not even Dodoria was dismissive of his chances in a potential fight between the two of them. It implies his own power was at least comparable to 22,000.

So how does a hypothetical team up compare to the prince of all Saiyans? Well if Dodoria's power is 22,000 and Vegeta's 24,000, that would only constitute a strength gap of approximately 8.3%. It's in the same range as Vegeta fighting Freeza in his first form. Cui could potentially offer greater support than Gohan and Krillin would have for Vegeta against Freeza since his power, while demonstrably inferior by a good chunk, wasn't dwarfed by large multiples at that time as were the earth duo. Granted, Vegeta has exhibited better and more varied techniques than these two. Any fight won by the pair is going to involve a lot of fisticuffs since they don't have much in the way of ki projectile variety to use.

I guess in terms of feats and power, Vegeta has the advantage. All Dodoria and Cui really have going for them is numbers and an arrangement similar to the one against Freeza in his first form. Maybe 7 out of 10 fights go to the Saiyan Prince. I won't completely dismiss the few advantages the team has.

If they fight without fear they have a chance. Dodoria and Cui got one shotted because they didn't offer up either an offense or defense, they merely ran. 1st form Zarbon was barely stronger than Dodoria and did decently before transforming.
