Yes, Vegeta could create an artificial moon in order to spark a reactive chain of Oozaru transformations, but an important setback is that their speed remains unchanged - meaning that any of the Namekians could easily destroy the tails if they knew where to attack. Given the fact that an exact time wasn't stipulated for this battle, it means that the Grand Elder could be available for potential unlocks and expositions about the nature of tails, courtesy of the information he gleaned from Krillin's memories. All of the Namekians may not even need to go for the tails under these circumstances since their power will be constantly rising. I think the only dangers here would be posed by Vegeta, his father, and Nappa. If the former decides to use the artificial moon then he's going to exhaust himself and he's pretty much leaving the fate of this battle up to cohorts. It likely won't amount to much, though, as Nail can easily avoid their strikes and retaliate against their tails. Planet Namek's inhabitants have too much riding in their favour for the Saiyans to win under general circumstances, in my opinion. Oozaru is their trump card but it doesn't change their speed. Furthermore, Namekian Warriors, on average, tend to be stronger than Saiyans. In fact, should the Grand Elder unlock the potentials of the Dragon Clan Namekians, it's possible that they could defeat the normal Saiyans with what little offensive ability they know.

Firstly they only have a population of like 100, and their strongest fighters without Nail are around 3,000. Vegeta could probably solo the planet by himself.
