Who do you have taking it between these two iterations of our favorite Saiyans? It should be noted that while ASSJ Vegeta was clearly capable of sodomizing Semi-Perfect Cell, ASSJ Goku expressed doubt at the prospect of defeating him, claiming he would require the power boost from USSJ in order to even match Semi-Perfect Cell. Depending on how much you assign the power gap between SSJ --> ASSJ --> USSJ, a matchup between SSJ Vegeta (post-ROSAT) and ASSJ Goku (mid-ROSAT) can go any which way.

What these two have in common is that they felt it necessary to ascend to a higher transformation in order to fight Cell. Goku was expressively more honest about the futility of going up against Cell whereas Vegeta just seemed confident in his eventual upperhand without reflection on possible odds for victory in his present state.

I'm thinking Vegeta would win in a traditional bout. Since these two happen to occupy an obscured chasm that is the realm of power between #16/Imperfect Cell and Semi-Perfect Cell, we can't say for certain where these two respectively fall into. For the sake of simplicity we could just argue that they're close enough to one another for there to be an intense fight. If the altercation is judged with those qualifications in mind, Vegeta would come out victorious since his form isn't quite as resource intensive as Goku's - while the Grade II state wasn't quite as taxing as Grade III, it still inflated the muscles quite a bit and would have likely posed a burden for hoisting and moving (notably while the speed factor still increased, unlike Grade III).

Now if Goku took advantage of his superior technique variety, I think he could win here. Both the Taiyoken and Instant Transmission allow for him to catch his opponent off guard and deliver some serious damage. Take some inspiration from the tactics that were ironically employed against Monster Zarbon. Goku can win under those circumstances.

If Goku and Vegeta follow each other in terms of power and MSSJ is superior to SSJ in all ways, Mid-RoSaT Goku would easily be at a disadvantage here. If this was Post-RoSaT, Goku could probably do something if he was quick, but since it is before that Vegeta can use his speed to defeat Goku.

Goku attained this form rather quickly. I believe Trunks says something about Vegeta achieving it in like the first month or something. So there's no reason why Goku didn't do the same. That being the case, Goku can't win. However if this was him after training, he'd have no problem winning.
