His father is somewhere in the 100M range in base and he is considerably weaker. Even if he was say, 4M it would still be a domination in his favor. I lean towards Goten but I mean it is hard to tell. Post ROSAT obviously he slaughters but here it is close

Majin Boo can't turn people into candy, Freeza can't blow up the planet... basically, certain characters are barred from doing exactly what they would do in certain scenarios. Not that Freeza would last long enough to get a chance to blow up the planet in this particular scenario.
