Goku's psychic powers and other random powers characters used once

On Namek, Goku uses psychic powers on Freeza, but they get blocked. Presumably they could work on a lot of people, so he should've used it on Vegeta when he was cuffed against the cliff.

Everyone probably remembers Goku's reading of Krillin's mind.

Are there some more cases of characters only using a skill once or twice, despite it seeming very useful?

Could be like the force, where it only works on weaker minded people. People like Vegeta and Frieza don’t seem like the type to be easy to read, regardless of the power or not.

Then again maybe he does and that’s how he ends up beating people in the end. Who knows. The DB plot is everywhere.

A lot of moves were only used once in the manga.

Galick Gun, Final Flash, Big Bang Attack, Spirit Ball, Special Beam Cannon, Light Grenade, Hellzone Grenade, Scattershot, Multi-form, Tien's 4 arm technique...

It'd be easier to list techniques that are used more than once.

For a non-move example, Piccolo never uses his stretchy arms after his fight with Krillin in the manga.

Well something like Garlic Gun or Big Bang Attack aren't very unique. They're just ki blasts.

Spirit Ball is somewhat unique and the 4 arm technique are definitely unique. I guess Yamcha and Tenshinhan were too weak to be relevant (or in Yamcha's case he got killed too early to show off his skills vs the saiyans), although Tien could have used 4 arms against Nappa.

Multi-form was used by Tenshinhan, Piccolo and Krillin, at least in the anime.

Stretchy arms are interesting. I don't know why Piccolo logically would choose not to use them.

Simple. By elongating only you arms/limbs, you're positioning yourself open.

Which means against a fast foe, who dodges Piccolo's chasing arm, a point-blank Finisher say like Kamehameha or Galick Gun would annihilate Piccolo for good

Ah, yes. Clearin mentioned it. I thought I went over his post thoroughly enough, apparently not.

Psychic and various other eccentric quality abilities represent a class of aptitude in this series that is criminally underrepresented and underused. They represent a lost & forgotten opportunity that could transform a paper tiger into an imposing force that's not to be trifled with. Due to lack of willingness or creativity or perhaps both, Toriyama has neglected these types of characters since he first introduced them all the way back in early Dragon Ball.

I meant either when Piccolo has already grabbed someone or to give himself an extra metre of reach (similar to Freeza's tail).
