How did the USA fail to quality for this World Cup?

That's really incredibly disappointing. They've been improving for decades and since 2006 have been a solid team. Have they suffered from retirements? Did other teams in their region become much better?

I think their competition has become stronger and at the same time they aren't as good as they were four years ago.

Well soccer is growing in popularity and will probably continue to grow as the MLS improves and the ethnic makeup of the country changes. If colleges embrace it (maybe with MLS involvement) it will probably grow more. I like seeing countries go from nothing to winning. So many idiots think change can't happen ("a country can't change", "people can't change" etc), so it's nice to have more cases of major change so they might get reality into their thick skulls eventually.

But they already dominate so many sports. If they start winning it'll just be because their programs have better funding. (Maybe they recruit people from around the world aka steal the best players)

I wouldn't want to see them dominate. However, I doubt they could dominate for more than a few years at a time anyway, seeing as rich countries like Germany and England fail to do so. Other countries in time I expect will get better at soccer too, due to the sport becoming more popular in lots of countries around the world (in Asia and Africa) and some of those countries investing more into the sport. Having more money to throw around isn't enough to win a sport. It has to be thrown around in the right way and the right culture and passion has to be created, which is largely down to luck, so yeh having more money to throw around can help since it sometimes makes more opportunities for that luck to happen. A lot of the best players come from humble beginnings without great sporting resources (e.g. Messi, Ronaldo, Zidane), but having money/top facilities around later in their development definitely helped to get them to hit a higher peak of performance. But yeh, basically I don't think there's much risk of them dominating.
