About the Gogeta and Vegito fusions (Buu Saga); How much of Goku's power is used?

When Goten and Trunks fuse, they are the same at every form and both only can transform as far as SSJ. On the other hand, when Goku and Vegeta fuse, they are about evenly matched within each form, but Goku has access to an additional SSJ3 form, which makes his maximal power at the time of fusion greater than Vegeta's.

So, when Vegeta and Goku fuse, is this extra form's worth of power that Goku possesses taken into account? Or is their fusion based off of their SSJ2 powers only, since that is their highest shared form?

I think it only applies to Vegito, hence why the potara fusion is considered greater. Goku needs to be on the same level as Vegeta to fuse into Gogeta, so I don't think the extra hidden power is accounted for. However, Gogeta and Vegito should both be able to turn into SSJ3.

If I had to explain by numbers:
A:15
B:12

A would need to depower themselves to B's level, and when they fuse it would be as if two fighters of the same power level fused, with no one hiding their true power.

In contrast, the Potara doesn't suffer from this, so A doesn't need to hold back. But if A decided to hold back at the moment of the fusion, then I guess the result would almost be the same as the dance.
