The Dark Knight plot in Arrowverse Star City

Whatever the Joker was doing in the Dark Knight but taking place in Star City instead, with the Arrowverse Green Arrow and his team. Could Green Arrow and friends do better than Batman did?

Which incarnation of the team? There have been several. Not that it matters too much since Felicity (aka Marc Guggenheim's Oracle ripoff) has insane hacking capabilities. There is literally nothing she can't hack in this show – even if it's a pen, she'll find a way to hack it. She'd find Joker and stop him all by herself with her unstoppable hacktivist powers. It's a wonder she even has Oliver or anyone else go into the field when she's so capable...

Her and her stupid Mary Sue self aside, Team Arrow is also much bigger than Batman, of course. At its biggest, it was: Oliver (Green Arrow), Diggle (Spartan), Roy (Arsenal), Laurel (Black Canary), and Thea (Speedy), with guest appearances here and there. Their combined abilities would thwart Joker in no time, and unlike Batman, Oliver wouldn't have a big issue with killing.

Wathever the Joker was planning in The Dark Knight wouldn't work on Arrow because Nolan's Gotham and CW's Star City are completely incompatible settings. No Harvey Dent (or Harvey Dent stand-in) in Star city, for example.

Not to mention that both of these fictional universes operate under very different rules. The Arrowverse is far more outlandish and explicitly comic book-ish. Nolan's Joker might be smart, but on Arrow, he wouldn't last longer than your average villain-of-the-week. The actual main villains of Arrow tend to be either invincible in combat (even if Oliver pulls through in the finale) or such competent planners that they are always ten steps ahead of Oliver and company, sometimes both.
