If someone other than toei would work on a dragon ball series, who could do it? Sometimes I dislike toei because they aren't the best at story telling but other times I realize that they really know how to keep things epic and entertaining.

Are there any other producers who you'd want? Disney, any other anime studios that come to mind...?

Also other than toriyama and toyotaro who would you think would do a good job?

I mean Toriyama (and currently Toyotaro) hasn't exactly been doing that good of a job for a while so practically anyone will do lol

Hand it to a company that can do good martial arts based action first, character development through charm and fun second. That's what DB started out as, more or less, so it should stick to that until we get to lasers and beams, though martial arts can still be a thing then(even though DB never bothers to answer why aliens know martial arts but w/e :p).

Giving it to Disney isn't the best of ideas. It will censor stuff even moreso than TOEI and if you think the comedy in DBS is obnoxious now, just wait 'til Disney ups it up to eleven.

Piccolo: Just how many people have you sacrificed?!

Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power.

Just about anyone else that would give thought and plan these things through instead of giving vague outlines that have to be worked with. Which ends with s***ty background stories like Jiren's, incredibly lazy designs like Dyspo. More character given to a secondary antagonist than a main antagonist like with Toppo. And overall not understanding what the hell to do other than get Goku to the end like the almost visual plot armour Goku had up until now.

Toyotaro is doing a fine job with the material he's given I suppose, but frankly I think the series should have stayed dead after GT ended in '97, so...

As much as I hate one piece I feel like I'd like to see how the one piece author would do. Would that be a good idea?

As for anime producers I think I'd want the people who do castlevania to do it

Dragon Ball is very simple, any good writer who can achieve a decent balance between action, comedy and melodrama should be able to write a decent story set in that universe.

It would need to be something short, though. Dragon Ball's power creep doesn't lend itself well to long-form sequels.

That would be a simple fix if you were to kick out Ki as a power system.

I've always had the feeling of Oda or Yoshishiro Togashi as ideal Toriyama replacements.

Both displayed flair for dark & fun story-telling.

Then what you would need is a complete reboot. Which would never happen and would most likely be bad if it did.

Too be fair, a reboot could fix a f*** ton of the issues Dragon Ball had, and add onto it. Of course, I wouldn't trust Toei to ever handle something of the like.

No it wouldnt. Oda is a mediocre writer. If you want a genuinely good story bring in someone like Nobuhiro Watsuki, Yoshiro Togashi, ect.

Honestly, Toei working in a season format instead of a continuous weekly run would probably work a lot better. A lot of the best studios like Madhouse and Bones tend to only work on shorter series - often after the manga is either already finished (e.g. One Outs) or when there's so much source material that there's no risk of suddenly catching up (e.g. One Punch Man, Mob Psycho) and in the second case they can make a even make a long-running series without worrying about having to put in filler (e.g. HunterxHunter 2011 and FMAB).

Tough to say, but I'd go with Super Saiyan Masta Don. His power levels are in another league.
