I reckon they'd be seen as really good if they played before the mid 1980s. Football was a much lower standard back then.

There would come a point where the fitness and tactical knowledge advances that Plymouth benefit from would begin to trump any gulf in skill and, like you said, there'd also come a point where the skill of modern lower teams is not too far off the top teams of old. I don't see that being any later than the 60s and would be much more comfortable saying the 50s.
