In all of fiction, which characters could ride the nimbus cloud?

I'd say all the Sailor Senshi, the Powerpuff Girls, Samurai Jack, most jedi, Wesley Crusher, Goofy, most Disney princesses, ET, Eliza Thornberry, Hey Arnold, Doug Funny, Crash Bandicoot, Aerith Gainsborough, Steve Rodgers.

You'd need someone pure of heart. My guess is most good fictional children.

If I were to talk about grown ups...
Luffy and Chopper comes to mind. Kenshiro? Could theoretically ride, with him being good-natured but he still has killing intents so it's a toss up.
Jonathan Joestar could ride the nimbus too. From comic books I guess Superman, Thor, Captain America, Spider-Man(?). Any lawful good guys/gals really.

Dragon Ball's definition of pure of heart is really wonky, just one of the many inconsistencies in the series, given how Goku is. Could we really say he's pure of heart? He's been egotistical and quite selfish in the past, yet he's still somehow able to ride it?

If it's just generally good people, then that includes a lot of people.

Piccolo: Just how many people have you sacrificed?!

Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power.

He stopped riding it after the battle with Raditz. Although he could probably still ride in during his battle with Vegeta, I think after the Android Saga he lost the ability, at least temporarily.

Ignoring the pure of heart thing... Master Roshi couldn't ride it due to being a dirty old man... So any massive pervs wouldn't be allowed to be the same, which eliminates a fair amount of mentors (mostly japanese mentors) of the good guys list.

If having pervy thoughts makes you unable to ride it... Then some of the people mentioned above wouldn't be considered "worthy" or whatever by the Kinto'un.
