 Stuff like that happens on a daily basis around here, can't say I'm surprised. At least did you get their plate number to turn them in? When I came in UK, I never took English people for bad drivers. Or, at least you have the infrastructure, you know.

 What an idiot.

Related note: my great aunt, who is notorious in our family for being an awful driver, once turned right into oncoming traffic at that exact place. Luckily because of the traffic system, the cars were all stopped at the traffic lights. That's the last time I got in a car with her and will remain so through fear of death.
