Also forced goku to use blue in the first place. It was not the same kind of situation where he tested krillian but the same situation where krillian forced goku into ssj with his kienzen volly. Now neither goku nor 17 where full power. But 17 blocking that kamea wave puts him closer to blue then god. So he would beat goku. As for the second part 17 one shots beerus. Ssj God goku movie 7 Beerus 10 Ssj God goku super 7 RoF ssj god 14 U6 ssj god 28 Black/2ed hit fight ssj god 280 Black/2ed hit fight ssj blue 14,000 17 10,000

If he was God tier, he'd have just shown up and b* slapped Buu. If we're trying to make any sense here, all 17 proved is that he was above SSJ 2, which is fine and doesn't really create any outrageous plot holes. The only God tier Universe 7 characters are Goku, Vegeta, Freeza, and maybe, maybe Gohan.
