Dr. Gero(Energy Absorbed) vs No. 19(Energy Absorbed)

People keep telling me that the Dr. Gero that fought Piccolo is stronger than the No. 19 that fought Vegeta. What's the actual evidence for that?

I believe it comes from Piccolo's reaction to Vegeta. Vegeta makes some kind of bluff to get No. 20 off of him and Piccolo remarks that if they had fought, Vegeta would've lost.

Chapter: 345 (DBZ 151), P6.1-2
Context: after Vegeta scares No.20 away with a bluff
Piccolo: “He really had lost a lot of stamina…when he confirmed that the androids sucked out energy with the palms of their hands…He ought to have lost if he had fought that No.20 guy…But he talked as if he still had something up his sleeve…Vegeta really is a fighting genius…He might have sur-surpassed…Goku…”

And considering Vegeta casually tore off No. 19's arms with such a drain of energy but was implied to be weaker than No. 20, then its safe to say No. 20>No. 19 in this case.

Well, there's also the fact that Vegeta had just used the Big Bang Attack, so that might have drained him significantly as well. More importantly though, their energy can't be sensed, so Piccolo might be mistaken. He even expresses here that he isn't sure if the Artificial Humans were weak or that they had gotten too strong.

Piccolo: “It seems that in the original history, we were supposed to be wiped out by you two androids…But it looks like the future has changed somehow…Was it that you weren’t as strong as we thought?...Or have we grown too strong?...

Vegeta attributed his huge loss of energy to allowing 19 to absorb it. I don't think the Big Bang Attack was at fault considering that.

I think 19 at his best could've been stronger than 20, but 19 vs Vegeta is probably weaker than 20.

19 (post-Goku) > 20 (post-absorptions) > 20 > 19 (post-Vegeta) > 19 (beaten down vs Vegeta) > 19 (beaten down vs Goku)

I figure a Kamehameha is worth more than latching onto someone's wrists.
