First look at vegeta and cabba's fight. Vegeta likely lied so that he could get cabba to transform. When cabba turned ssj it looked like he was giving vegeta trouble but he wasn't. He took a charged punch to his face at the end of the match and it didn't do anything to him Now we have goku vs Caulifla. Goku while tired, barely even able to turn ssj, is still strong enough to fight ssj2 Caulifla. This couldn't have just been skill although goku was training her. They collided their fists and were pushing each other. And then when goku had gathered enough energy to turn ssj2 but still not be at full power, he took on ssj2 Caulifla and kale at the same time. Goku and vegeta are way stronger than cabba and Caulifla This confirms goku's base form is godly strong and that cabba was not up there with ssjg goku when he fought vegeta in the champa saga. Goku and vegeta just hold back a lot especially during tournaments. This was said back in dragon ball
Goku and vegeta are fighting at a "tournament level". They are holding back so they don't kill anyone, so they can conserve energy, and knowing them, to have fun fighting So goku and vegeta have been holding back a lot during the tournament of power. They've even been holding back in their transformations. During the the preparation for the tournament goku only used ssjb against people to gauge power levels and motivate them. We also have implication that the first time goku used ssjb's full power was against jiren So a lot of these other fighters in the ToP who appear to be giving goku and vegeta trouble are not necessarily anywhere base or ssj goku and vegeta who are god tier Piccolo held his own against frost so imo that still makes him really strong. Whether you look at it like at it as one base or multiple power levels being accessed as a result of the level of Ki-control, the implication of this is basically the same. SSJG is God-full-power. Base is just an inferior level of SSJG. The only reasons these other forms are given screentime, is because of Blue being such a stamina-drainer. |

What i dont gwr is the fact that base vegeta godstomped ssj3 gotenks and goku can barely hold his own against ssj2 caulifa That means that caulifa is stronger than ssj3 gotenks possibly vegito Its hard to digest though given the fact that the u 6 saiyans dont seem to be any different from pre frieza saiyans. Heck they dont even know how to turn ssjg and i doubt every one of them would be buuhan tier in base u6 saiyans are buuhan level at base but where does that power comes from ? No super training no potential unlock no ssj no secret water no zenkai nothing That is my friends a giant hole of inconsistencies |

Goku barely held his own against ssj2 Caulifla when he was tired and in base form. As a ssj2, not even at full power, he took on ssj2 Caulifla and kale |

It doesn't make much sense to me during urgent moments, like when Goku needed to help Roshi. Instead of powering up immediately, he let his battle continue...for some reason. |

It seems the Tournament is more about the sheer love of fighting than the desire of winning. That is kinda strange when your Universe is at stake. |
