Vados also says she is stronger than Whis, but he contests it. But still, probably not.

Even to 'proove' that we only have vague statements / wrestling matches / Tournament warming-up tests ... basically no real proof. Concerning angels: we don't khow if there has to ba a correlation between powerlevel angel and powerlevel God. It could be and it would be somehow logic, but we are not sure this is the case. Maybe Beerus would be even better if he was trained by Vados rather than Whis. We don't know. The angels are still very mysterious characters at the moment. If they play it right, they could set up a great fat story arc dedicated to them in the future.
