Whis: “My, my… I suppose we’ll have to consider this match unsettled.”
Beerus: “Kukuku… You fascinate me to no end. As much as it pains me… In light of all your efforts, I’ll hold off destroying the Earth until our next meeting.”
Goku: “R-Really, Lord Beerus?”
Beerus: “Until then, work diligently and build up your strength to new heights… Ah yes… before I go, I’ll impart one last piece of wisdom. This world here is known as the seventh universe, I am the seventh universes God of Destruction. There are 12 universes in all. The Resurrection of Freeza
Dragon Ball Super doesn’t cover the events of Resurrection ‘F’, so I’m forced to rely on the film’s, as well as its manga adaptation’s, take on the events.

Sorbet: "Presently, I am leading our forces in your place, Freeza-sama.
Freeza: "You are? ...Apparently, I really have come back to life."
Sorbet: "Yes, sir, using the Dragon Balls and our new regenerative machine."
Freeza: "Dragon Balls? Ah, those mysterious orbs the Namekians possess?"
Sorbet: “We could not find the Namekians, so Tagoma and I went to Earth, and used the Balls that are there.”
Tagoma: “I am Tagoma. I assisted in your revival, Freeza-sama.”
Shisami: “I am Shisami, sir.”
Sorbet: “They are outstanding warriors, rivaling even the now late Zarbon-sama and Dodoria-sama.”
Freeza: “Hmm. Well done, men.”

Context: Freeza is annoyed by the cowardice of his men
Freeza: “It appears during my short absence, the entire Freeza army has been reduced to spineless fodder.”
Sorbet: “Bu… But… That Saiyan, Son Goku, after you were gone… He…”
Freeza: “What, did he become that much more powerful?”
Sorbet: “Ye… Yes. As difficult as it is for me to say…”
Freeza: “Hohoho, I had anticipated as much. Then all I need to do is become stronger than him.”
Sorbet: “But sir, he defeated Majin Boo… After that, we don’t have any data on him.”
Freeza: “Majin Boo… The only people papa ever warned against laying a finger on were the God of Destruction, Beeru and Majin Boo… So, he defeated that Majin Boo?”
Sorbet: “Ye… Yes.”
Freeza: “That is more than I anticipated, but that makes things all the more interesting, don’t you think?”
Sorbet: “Interesting…?”
Freeza: “I was born a prodigy, so I’ve never bothered to train, I never needed a reason to train. I wonder what would happen if I were to train and draw out all of my potential latent ability?”
Sorbet: “You mean… You’ll be able to become even stronger...?”
Freeza: “But of course! That is what I predict. If I commit myself seriously for the next 4 months, I’ll be able to crush even that Saiyan like a bug.”

Jaco: 2,000
Jaco is a member of the Galactic Patrol. The entire Galactic Patrol was noted to be weaker than the average full grown Saiyan prior to Goku arriving on Earth. It’s been years since then, however, so Jaco has probably surpassed that threshold. Still, he doesn’t seem to be that much stronger than your average Freeza soldier.

Due to neglecting his training, Gohan has lost the ability to tap into his Ultimate state.

Goku: "I hate to admit it, but I'm a little bit on the ropes here..."
Freeza: "Hohoho. So it would seem."
Goku: "You really are an awesome son-of-a-gun. It took me a long time to get to where I am, too."
Freeza: "Playing on my mercy will do you no good. I commend you for putting up a good fight, but you are, after all, just a Saiyan. This time, I will smash you into little pieces!"

It’s hard to tell when Goku is suppressed, and when he isn’t. Seeing as how Goku starts things off in base when going up against Hit, I assume he was suppressed up to that point. As a Super Saiyan God, he’s strong enough to force Hit to use his full power, and as an SSGSS he seems to be a bit stronger than Hit.

Context: Hit powers up, and starts using his full power.
Hit: This... This is my full power. It's been so long since I was forced to use it... That my body probably won't hold out a single minute."

Majin Boo’s strength hasn’t changed, and due to failing the entry exam, Boo is unable to participate in the tournament.

Vegeta’s strength remains on par with Goku’s. Due to Jumping in and out of SSGSS prior to fighting Hit, Vegeta was left with less than 10% of his full power when going up against Hit.

Beerus: "Spill the beans, Whis. Explain"
Whis: "As you wish. Goku has not only closed the gap between the two, but has now surpassed the previous power differential between he and Hit. A unique ability such as this only works at maximum efficiency on those equal to or lesser than the user's power level."
Beerus: "So why wasn't Vegeta able to overcome it in his blue form?"
Whis: "When he went Blue during his fight, he wasn't able to exert even one tenth of his usual strength. Blue is not a transformation that can be done over and over again in succession. That amount of stamina it consumes makes it a detriment in that regard."
Beerus: "So the short of it is, Goku's god form is stronger than Vegeta's blue was back then, and it now surpasses Hit's current power level... I leave anything out?"

Champa is apparently weaker than Beerus, and Vados seems to think she’s stronger than her brother, Whis.

Goku: “Hey, so between you[Champa] and Beerus-sama, who’s stronger?”
Vados: “Watch your tone. You’re talking to the god of destruction of the sixth universe. That is not a question to be asked!! Although, by gauging their physiques, the answer should be obvious.”
Champa: “Vados!!!”
Vados: “Ohohoho, I jest…”
Goku: “Damn, would ya look at that!! There’s tons of people way stronger than us!!”
Vegeta: “You say that like it’s a good thing…”
Vados: “By the way, Whis and I are brother and sister. In our case, it would be accurate to say that I’m a little stronger...”
Whis: “Sis, I’m afraid I have to object to that statement just now! It’s been well over a thousand years since you trained me.”
Vados: “Fufufu, shall we find out?”

Zeno’s power is impossible to calculate, since he’s the King of All, but we do know he’s powerful enough to destroy universes on a whim.

Trunks: “It’s been a long time since I’ve seen him do that.”
Mai: “That can only mean Black feels cornered, right?”
Trunks: “Maybe… But he’s stronger than when we last fought…”
Black also lacks the ability to transform into his version of SSGSS until Zamasu heals him and he takes advantage of the Zenkai trait Saiyans posses.

Context: Vegeta is dominating Black
Black: “To think you’d possess this level of power… Which timeline did you come from?”
Vegeta: “Hmph, that’s for you to figure out. Since you brought it up… That body of yours is from much further in the future than this Kakarotto’s body… Which means you should be able to go blue… Don’t disappoint me…”

Vegeta: “What’s wrong? You should really hurry and transform. In this form, you have no chance of beating me.”
Black: “I can’t undergo that transformation yet…”

Zamasu: “Unfortunately, I destroyed all of the Dragon Balls. After I had my last wish granted.”

Zamasu: “I know that I am powerless compared to you people. However, unlike my other self, I would never lose my divine abilities in exchange for power. That’s why I… Became immortal.”

Vegeta: “The fact that it’s only able to output full power for a very short time is Blue’s greatest weakness… But he’s tackled head on and overcome it.”
