Muten Roshi is stated by official guides to have a battle power of either 139 or 180 around this time period, depending on the source, and in his full power form, Roshi can probably pump himself up to 200 or 300 by bulking up, at the sacrifice of stamina and probably speed. I would wager that Goku would have greater physical strength and durability due to his massive size, but would be lacking in speed and maneuverability. The thing that tips this match into Muten Roshi's favor for me, is that Goku is pretty much just a mindless beast in this form. Whatever physical advantages Goku may have, Roshi should be able to overcome them because he could just outsmart Goku, especially since they're pretty close in ki-based strength. Cut or rip off the tail, shock him into submission with the Bankoku-Bikkuri-Shou
