Quitela talked s*** about Beerus and Beerus didn't respond despite hearing it, stating that he's going to "ignore it" and that he's "not good with that guy". Could be an indicator that Quitela is superior. Other than that - we don't know.

Quitela has given me a reason to believe he is stronger yet, and him having Beerus viewed as his rival doesn't mean he's stronger.

Considering Beerus' personality, Quitela might have to be stronger for that to be the case.

Google Chrome Favourite Manga Hokuto no Ken, Berserk, Dragon Ball, Rurouni Kenshin, Attack on Titan, Kuroshitsuji	Based on feats and presentation I want to say Beerus, but Quitela is largely unknown. I'm not sure how likely it is that we'll see any credible feats from him anytime soon.
