 Freeza has some incredible techniques. I can't remember seeing Zarbon using anything but generic ki attacks. You need a reportaire of techniques to be able to handle a guy like Freeza. Freeza wins due to that and stamina.

 Round 1:Frieza has a wider array of power such as his disk and Telekinesis. I'm not sure about skills, Frieza doesn't fight much and lets the dirty work to Zarbon and Dodoria, not to mention the fact Frieza didn't even train a single day in his whole life. If anything, Zarbon strikes me as the more skillful of the two due to being more involved in battles than Frieza was.
I lean towards Frieza but it won't be a piece of cake.
Frieza 6/10

Round 2:Zarbon, easily. They start out both even, but Frieza will quickly tire due to him being unaccustomed in his 100% form, whereas Zarbon's hideous form is his natural one. Frieza's only chance of winning is to blow up the planet and that's assuming Zarbon can't breathe in space.
Zarbon 8/10

 Freeza is extremely durable, and has decent fighting skills, putting up a decent fight while being inferior to SSJ Goku and having a stamina issue. Zarbon basically got done in by sand, lol.

 Zarbon is friezas right hand man because he has a high number and is loyal.

Zarbon is unable to manage anything against Vegeta while they are relative to eah other.

Frieza on the other hand is treated as a prodigy and a genious.

When Goku and Frieza are testing each other at relative levels. Despite having no ki senses, they are about the same. Goku remarks that hes a good fighter.

1. Zarbon vs Frieza will play out similarly to the Vegeta vs Zarbon fight. Frieza win 10/10

2. I still think Frieza takes out Zarbon before he loses stamina. However Zarbon might win 3/10.

Regardless of power level Frieza is one of the best fighters if not the best fighter in the entire series. Zarbon is just Zarbon
