Toppo jumped out of the smoke to surprise attack Goku but he can't use enough power to kill him because he's in base, so he's using a meagre energy blast, hoping he wounded Goku or drained his stamina and then saying we'll let the others finish him off so we conserve power. Goku is stupid enough to only use forms that make the fight 'fair', so he could potentially be taken out by one of the weaker members and Toppo won't have to strain himself fighting blue Goku. In a way, the top tear fighters are so much stronger that their weak members are kind of expendable, so keeping the top fighters at their best ready to face the big threats at the end, whilst the weaklings take each other out, kind of makes sense. Whilst Goku fights everyone and anyone in whatever form will give him the best fight. Toppo and Jiren wait around, conserve power and then stomp a somewhat weaker Goku and any fodder can be cleared up after. If Toppo had decided to rush Goku after the blast hit, he'd be using less power to not kill Goku, Goku could then instantly transform, Toppo's attack has no effect and Gok gets the upper hand over a repressed Toppo and tosses him out of the ring.
