I can't remember exactly, but he based it off of something else. It was like one of his old designs for something. But the colors could be based off of him.

Mozilla Firefox Favourite Manga Berserk all day erry day	I don't think he's said Naruto's actual character is inspired by Goku just that Dragon Ball inspired him to make Naruto. He takes far more inspiration from the likes of HxH where characters like Sasuke are practically ripped right out of it. Toriko is most likely an homage, he changes outfits a few times as well. Other than liking food they're totally different and Toriko takes the cake there

I know the story itself was inspired by Dragon Ball. Of course there probably isn't a fighting anime/manga after Dragon Ball that wasn't.
