I certainly don't think so. Goku has made a habit of holding back to test people. He held back against Kuririn, he outright said he held back against No. 17, granted No. 17 held back too, and Goku outright said he was going to put out a bit more power against Kale, which suggests to me Goku was also holding back against Kale.

That and he would also be holding back to conserve energy and stamina. There's still a lot of fighters left and he plans to fight Jiren still.

Goku went Blue vs Krillen. He doesn't always use full power with Blue. He's still OP as hell and the number one guy on Universe 7.

How does one even draw this conclusion? He is just randomly weaker because of that Kale nonsense?

Everyone was asking if Krillin was Blue tier after that episode.

Everyone was asking if No.17 was Blue tier after that episode.

Everyone is now asking if Kale is Blue tier after the last episode.

The answer is no, Goku is either holding back to test his opponent, or holding back to conserve ki. He doesn't take anything seriously. I mean, s***, nobody was questioning if that dude who put Goku in a headlock and made him use Blue to get free was in that tier. Why is context so far beyond some of my friends here? Goku says he going to "use a little more power" and watches without concern as Kale walks through that. His demeanor never changes, he was pretty carefree. That's how Goku is in Super, the only time his wiped that goofy look off of his face was during the U6&7 Tournament vs. Hit and the Black arc, and I'd bet he'll get serious again once the ToP is winding down.

TL:DR Goku is just being Goku.

I don't understand a lot of people's issues here. It boils down to this; characters are stronger than you think you are (it's not that Goku's become weaker). It doesn't even really take a lot of work to do.

Just using the above comparisons (Krillin, 17 and Kale): with Krillin; the implication was that Goku was holding back in SSJB. The squrmishes Krillin had with both Gohan and Goku showed that he was around their bases. With 17; it was outright stated that both were holding back (to what degree we don't know). In the case of Kale; that's a little trickier.

Goku had no reason to hold back his power outside of stamina concerns (especially since he saw a universe literally be destroyed (two if you include Future Trunks' timeline)). At the same time; he also (as a SSJ2) was receiving more damage from Calufia then he was from Kale's rage form (hidden just by her juggernaut nature).

Goku likely wasn't holding back too much in terms of his blue; her durability was JUST that high.

Ssj2 plus im going to use a little more power then yah its safe to assume she is no where near blue full power and neither is her durability. Tho i do believe her durability is superior to her strength. She is not a insane amount ahead of gokus ssj2.
