Out of the three World Tournaments in the original Dragon Ball which one is your favorite. The 21st Tournament was a pretty good setup for what we would see after it. But I'd say it's my least favorite tournament. The 23rd Tournament had some good fights, but I didn't love any of the fights except for Goku vs Tien and Goku vs Piccolo. Goku vs Piccolo is my favorite tournamnet finale, but I think the 22nd Tournament was the best. Most of the fights, if not all, were entertaining and had crazy awesome fights. Tien vs Yamcha is probably my favorite tournament fight of all.

I'll go with the 21st, there was a little bit more variety and you could've seen these battles going different ways and it would've still been pretty entertaining.

In terms of truly advanced martial arts, look no further than the 22nd Budokai. It had some truly extraordinary fight like Goku vs Krillin and any of the fights Tenshinhan participated in.
The 21st Budokai had some of that aswell, but I felt like only the final truly showed that off and even then it was mostly comedic.
It was during the 23rd Budokai they went away from martial arts and ventured into what is closer to warrior fighting style, although that truly didn't come into fruition until Vegeta entered the series.

Err, I don't think I actually answered the question. 22nd Budokai for me.

While I think all of the Tenka'ichi Budokai arcs are comparable to each other, not all tournament arcs are created equal.

- The 23rd Tenka'ichi Budokai is probably the weakest of the three. For one thing, the fight order is the most boxed in of the three: We know that Goku has to win all of his fights, and we know that Piccolo has to win all of his fights. It has the largest ratio of returning cast members in the finals. In fact, the only unknowns are the anonymous girl and Shen. Taopaipai might as well not even be there, given how quickly he goes down. Once the finals kick off, there's no reason for the tournament rules to still apply. For one thing, the ring can barely contain them once they're fighting at full power, especially when Piccolo turns into a giant. And why does Piccolo care about following the rules now anyways? His whole motivation to compete was to publicly humiliate Goku. Is he really gonna stop if he gets ringed out? And the way it ends is kinda anticlimactic. What, Goku just sorta bumps into Piccolo?
Not to say that their aren't good things about this tournament. I love how Kami-sama disguises himself as an ordinary salary-man. Shen's plainness makes him stand out in an environment of muscle-bound martial artists. I love how Kuririn shows how far he's come by actually making Piccolo sweat a bit. I love, love, love the rematch fight between Tenshinhan and Goku. Ten's Shishin-no-Ken (Fist of Four Bodies) is super creative and a natural extension of his Shiyoken (Fist of Four Arms) from the last tournament. And I love how we see a bit of what Goku was doing while training with Kami-sama, and how he's so much more relaxed and aware of everything.

- The 21st Tenka'ichi Budokai has a lot of great fights, but there's very little story to most of them. The way the judges give Goku a one-time pass on -using the Kinto Un doesn't make too much sense, and, like the Piccolo example above, the way Ozaru Goku never actually steps out of the arena extremely convenient.
However, there is a lot to love here. The fight between Kuririn and Jackie Chun is as impressive as it is funny.it definitely has the strongest finishers of the three. Goku's and Jackie Chun's simultaneous flying kicks created one of the most iconic images in the entirety of Dragon Ball, and tie breaker of getting back up, smiling, and saying "I am the winner" is so creative and so Dragon Ball. I love how Goku was on the last syllable before he passed out.

- The 22nd Tenka'ichi Budokai beats the other two out of the water. Unlike the 21st tournament, there's actually an underlying plot, but unlike the 23rd tournament, the plot doesn't so obviously drive the fighting. I like that it introduces a rival martial arts school. I like how the Crane School ties together with Taopaipai from the last arc. It makes their antagonism more believable and weighty. Tenshinhan's brutal beat down of Yamcha is very effective at selling Tenshinhan as a threat. Kuririn's fight with Goku is fun and imaginative, and really sells their friendship. The final battle between Goku and Tenshinhan is an absolute blast. Tenshinhan's Shiyoken and Goku's counter of Hasshuken (Fist of Eight Arms), Goku countering the Taiyo-ken (Fist of the Sun) by stealing Muten Roshi's sunglasses, and need I mention Tenshinhan's Volleyball Fist? I love the climax. Both fighters falling out of the sky with no energy left. Goku managing one tiny Kamehameha to slow his decent by a fraction of a second, but ends up with bad luck as he plows into a car, hitting the ground just a bit before Tenshinhan does. Gorgeous.
That said, it's not flawless. Goku's fight with Panput is kinda redundant. We already had Goku show his growth by beating up a world renowned martial artist in the preliminaries when he triumphed over King Chappa. Tenshinhan's transition from villain to hero is a bit sudden, and Chaozu was never an interesting character. However, the flaws do not ruin it for me. This tournament arc sets the standard for what tournament arcs are all about: Introducing cool new characters and pitting all of the main characters against each other.
