Odin Force by far, mainly because Doom wouldn't get anything from becoming the Sorceror Supreme. It's merely a title given to those who are far more skilled than any other that practices magic.

Even if you doubled his power as if you were to fuse Strange and Doom, he'd still be nothing next to the one who wields the Odin Force.
