Surfer handily wins if he uses his abilities well. They've had plenty of encounters but Surfer is always pretty underpowered on those. He's the kind of person who would absolutely roflstomp people on Thor's level, but normally doesn't. Maybe it's bad writing, maybe it's the whole holding back thing so that he doesn't harm anything around him, maybe Norrin Radd's just too good of a person to take down Thor super quickly knowing that would hurt his honor.

If Marvel changed his character/personality, as more aggressive, SS will be one of THE most powerful characters (that's not Celestials or God level). Once again I don't know if this is Classic Thor who himself has done some crazy feats.
