Is it possible to make a DB power level list that fits into DBZ perfectly?

I've never been able to do it and I don't know anyone who has. Is it better to just ignore Z when power scaling Dragon Ball?

Power level lists are always a rough estimate of gauging the strength of characters at certain points in the series. There's no definite answer to it as Toriyama abandoned power levels very early on. Even 3 million Goku at Namek and the 50x multiplier for Super Saiyan aren't necessarily 100% factual.

Well, many people say that most of the Z-Fighters by the time of the 23rd Tournament are stronger than Young King Piccolo. But I don't see how that could possibly work out unless they got weaker in five years.

Well, that's an assumption on their part. Tenshinhan in particular doesn't have to be stronger than Daimao to keep up with a Weighted Goku when he admits that his performance was a result of speed and new techniques.

I don't think it's possible unless you omit certain statements or don't take them at face value. There are numerous statements throughout Dragon Ball where fighters have powered up "several-fold" or "many times," and if there are people in the low 100ish range at the 21st Tenkaichi Budokai according to the guidebooks, and Goku at the beginning of Z is only 416, then yeah, mathematically it's a nightmare.

It's perfectly possible as long as you don't take the hyperbolic "I've gotten many times stronger" statements literally. Remember, power levels are just a numerical measurement of how much ki one radiates, and ki wasn't the be-all-end-all deciding factor in fights at the beginning. Ki control was pretty limited back then and only really used for big and flashy super moves, unlike in the later arcs where everyone is amping up their basic abilities with ki.

So when a character says that they've gotten "many time stronger" than before, they're not necessarily basing their boasts on factual recorded data. They're not measuring out their current ki pool and comparing it to their own from three years ago. And their not measuring how fast they're running or how much weight they can bench-press. They're just going by how they feel. A fairly small power level increase can feel like a monumental improvement. They feel stronger, faster, tougher, smarter, and more skillful, and some might express this sensation with hyperbolic boasting.

The only major contradiction is when Goku first fought King Piccolo, the latter stated that he wasn't even using half of his strength, which makes things pretty difficult when Piccolo Jr is only at 408 when Muten Roshi is at 139, and official power levels peg young King Piccolo at around 260, and 15-year-old Goku at 180.

My solution is to treat the 260 number as sort of a base level, and that what he calls his full power is actually some sort of amped-up, beyond-his-limits stress-filled state, like Super Saiyan Grade 2 or Kaioken. After all, Piccolo does say that using his full strength shortens his lifespan, hence why he doesn't use it all that much. That sounds pretty different from pretty much every other instance of a character using their full power, save for Freeza's 100% state, or Perfect Cell's power bloated Grade 3-like state. So base King Piccolo might be 260, his full power could be 400~500. AFter his first defeat, Piccolo Jr decided to not bother with stressful power-ups, just like how Goku later decided the flaws in the Grade forms weren't worth the power, and stuck with regular Super Saiyan instead.

This actually reflects pretty well in the rest of the fight. Piccolo has a huge advantage over Goku when it comes to his ki attacks, but Goku's still physically stronger (as in muscle strength) and is just a better overall fighter, which we can attribute to a retroactive racial advantage. Plus, while Piccolo is packing some serious heat, all that power is playing merry hell on his body.
