 You know the writers for each episode probably don't know about just how large the universe actually is or how big certain celestial bodies are. For perspective's sake, take a look at this image of the largest documented star ever, VY Canis Majoris.

Diametrically, it's 155,000 times larger than Earth. Does this mean the listed characters couldn't destroy it? No. But I still have a difficult time reconciling with how they're able to destroy not only the likes of VY Canis Majoris, but the entirety of the universe itself as well, which happens to be 46 billion light years big from the latest observation.

Besides the ones you mentioned, I suppose all of the Hakaishin, Jiren, Toppo, Mystic Gohan, Black, Future Zamasu, and some others could do it.

 I don't think ssj3 vegito could it. If this is dbz Kai then him and buuhan could destroy it via chain reaction by warping space throughout it. But not a normal ki blast if that's what you're talking about

And here's the thing about actually blowing up everything in the universe. Cell has enough power in his condensed blasts to destroy thr solar system. It's debatable whether cell can actually expand a blast across the solar system.

So in terms of having universe destroying power...that's not a big feat as stupid as might sound so I have ssjg goku and up being that strong. But I don't know if anyone except beerus and above can actually wipe the universe clean with one blast

As for GT, probably nobody
