The Metamoran fusion has a sample size of 1 in the canon (2 if we include movies), so we'd have to see if other Metamorians have different results. All we have to go by is Old Kai speaking of the "rivals" boost with respect to Potara, so perhaps their slight rivalry made the fusion more effective?

Google Chrome Favourite Manga Hokuto no Ken, Berserk, Dragon Ball, Rurouni Kenshin, Attack on Titan, Kuroshitsuji	A variety of traits helped make the fusion more potent - stature, genealogy, mental compatibility, competitive bond, nigh equal power levels, ect. I doubt that hypothetical merging between Piccolo and Krillin which Toriyama made a sketch of would have anywhere near the kind of quality as Gotenks does.
