If all of the villains from Dragon Ball/Z/GT/Super had the same power level, and were at 100% of that power, without the ability to power up or down, who would come out on top? Same question with the heroes. And then, Who would win against the greatest hero and the greatest villain? Also, if everyone from both groups fought at once, rather than one winner from each group battling the winner of the other, would the outcome be any different? |

Omega Shenron comes out on top as far as villains go. For heroes... probably Piccolo. Omega Shenron stomps on Piccolo though. |

The Grand Priest imo, I'm not sure if you could classify him as a hero he's a neutral character, but I'd say he's the most skilled fighter. The angels are not only strong, but are proven to be skillful. I'd say he's the top dog on both accounts. For villains I'd say Cell. He has the skills and techniques of most of the best warriors in the universe. He's definitely the most skilled fighter out of the villains imo. Since the Grand Priest and other angels are neutral, I'll include a good character. I'd probably say Vegito, he takes together both of Goku and Vegeta's assets fixing the flaws (mostly). On their own I'd say Goku and Vegeta are equally skilled, they just have different flaws and assets. Individually they're still probably the most skilled. |

I edited the topic title to match the OP's wishes. Anyway, Omega Shenron comes out on top for villains for me. Too much magical crap at his disposal. With the heroes, I suppose that Beers's hakai puts him on top even if he's totally unskilled in other regards. Hakai would likely kill Omega Shenron but a freeze ray or nova sphere would do the same to Beers. |

Yeah, Omega is probably the best villain at an equal power leveled fight. I always tend to forget about him. His durability as well makes him insane. |

Most skilled villain goes to Merged Zamasu: -Goku "Black" is one of the most skillful fighters in Dragon Ball to date. -Zamasu is already considered a fighting prodigy. -Zamasu has gained semi-immortality and therefore regeneration. -Has way more techniques such as Absolute Lightning, Barrier of Light, Blades of Judgment, Gigantification, Light of Justice, Black Power Ball, Holy Wrath, Holy Wrath Power Ball, Materialization Sorcery, Psychokinetic Choke, Right Arm Enlargement, and Space Transference Attack. And possibly even Instant Transmission or Instantaneous Movement, Kamehameha, and Kaioken. Most skilled hero goes to Vegito: -Goku is extremely more skilled in that he found out how to fully use Super Saiyan Blue's full power. -Vegeta is also extremely skilled to the point he found a way around the power decelerate of Super Saiyan Blue by using Red to conserve a vast amount of stamina and attacking with Blue's explosive power in a instant. -Knows ALL of Goku and Vegeta skills & techniques such as the Kamehameha, Final Flash, Kaioken, Big Bang Attack, Instant Transmission, Galick Gun, and Final Burst Cannon. And possibly even Hakai as of recently. -Has a few techniques of his own such as Spirit Sword and Final Kamehameha. |

I'm not all too familliar with GT so I'll stick with the manga and Super. Villain: I may have to give it to Zamasu for the same reasons provided by Solid Snake. Buu has a vast array of abilities with stamina being no issue at all. However, it seems like Zamasu is the more diversely armed fighter between the two. Hero: Would it be shocking if I suggested Tien or Krillin? No one has been able to improvise against overwhelming odds like Krillin has, in my opinion. I don't mean that in the sense that he resisted a lot of hits or discovered a new transformation or anything. Krillin is about the only character to almost consistently devise a strategy that enables him to get the upperhand on a superior opponent. As for Tien, he's got a diverse roster of techniques. Couple his third eye with the hyper-coordination needed to use four arms and you have an extremely skilled and focused fighter. The Saiyans seem to operate on a pretty basic set of mechanics - i.e you fight back by getting stronger and steeling your way through hits. Strip them of their beloved transformations, plus zenkais, and then see how they perform on a leveled playing field. |
