Didn't Goku technically break the rules?

When Tien uses the Solar Flare, Goku runs over and borrows Master Roshi's sunglasses. The rules say you can't use any outside tools, that would be considered an outside tool. So shouldn't Goku have been disqualified for that?

As far as I know, weapons aren't allowed. Goku just put on sun glasses

It's all outside tools. That's why Goku was almost disqualified for using the Flying Nimbus.

It was clearly enhanced though.

Either way, the rules says 'no weapons or protective gear'. I suppose the glasses could be seen as protective gear towards a technique like Tayioken.

Since Krillin looked around him right before dropping the panties, it's clear he knew he was in fact about to break the rules.

I also considered Goku taking the sunglasses breaking the rules. Luckily for them, the announcer never cared. I think he just wanted to see the good fights.

People always had to remind them to start the count, and also when Goku used Nimbus, Giran called him out on the fact he was just ignoring the fact Goku used an (outside) item.

Items are not allowed. The announcer just never thinks about it (unless someone points it out, or it is a knife, sword, blade... weapon).

Never Mind. AT just trows in (outside) items whenever he feels like. And since he wrote the announcer as someone who has to be reminded by the fighters to count etc. It can make sense in story. Only when it is something extreme like a knife/sword, the announcer will remember the rule. When it is something small, like a pair of panties or sunglasses, he just doesn't think about the rule.

But technically, the rules are broken. Also when Master Roshi uses a dog cookie/bone to let Man-wolf jump outside of the ring.
