Potential Upset In Georgia Special Election

As I write, CNN projects a runoff in the Georgia Special Election. It could be an outright win but that requires a 50%+1 vote turnout in Democrat Ossoff and CNN projects a runoff. However, Fulsome County has just turned in its results, with a 48.6% total votes with 95% of the projected voted tallied so it appears as though his outright victory has been stymied.

Considering Georgia's Republican heartland tradition, could this be a path to an undercut Republican House in the years to come?
