Who was more evil of the two? Could they potentially work together, with Babidi's spell or not?

Would Babidi's ideals clash with Freeza's?

Babidi was more evil

Frieza at least allowed some of his minions to live, while Babidi was downright brutal mfker

They cant work together imo

While both are conquest-driven, Frieza has some pride. Dignity to establish an empire

Babidi mfker was lunatic assh*le who irritated dumbest villain in the series Fat Boo, to say nothing of Frieza (sly & manipulative)

At some point, both would quarral & either 1 will die in winner strikes 1st move

Going off from what I remember about the anime (Eng Dub specifically) Babidi seemed hellbent on achieving the notoriety that his Father once had (although apparently now Babidi/Bibidi are the same person) by unleashing the primordial evil of Boo onto the world. Knowing full well the extent of the damage he could cause. This paints to me that Babidi was a watch the world burn type. Compared to Freeza who was a sadistic tyrant but still had business sense and a taste for the luxurious. At some point their ideals would indeed clash, and Freeza would attempt to crush him. Babidi would capitalize on the evil in Freeza's heart and enslave him however.

Babidi pretty much treated everyone who worked for him as slaves and even those who were trying to think of his best interest like Dabura, were ultimately just shot away for Babidi's own egotism. He never expressed any kind of respect for even evil to anyone. In the end, Babidi's evil is rather petty but it also makes it worse because it gives him little redeeming factors.

Freeza is egotistical but surprisingly lawful under his rule. As long as you obey his word and do what he says, you'll probably be fine. Just don't get too strong because he doesn't like that. And if you can really get on his good side, you might end up like Ginyu and the rest, essentially hired mercenaries who have the good life. Freeza treated Ginyu and the squad as great members who serve him well. He had respect for Zarbon and Dodoria has his right hand men. While he might have seen them somewhat as tools, he at least was willing to respect them as tools that he needed.

Look what Babidi does to his tools? His tools come back with 50% of Majin Boo's energy ready to be released and he blows them up. And then right after is like...oh wait...maybe I should have asked them some more questions. Look what happened when Zarbon failed to kill Vegeta and Freeza was like...fix this mess. He didn't go up and murder Zarbon on the spot for his failure.

Int he end, Freeza was essentially a business man, an evil overlord business man. And while Freeza in later installments seems to become...unhinged, in the manga it really wasn't his style just to randomly kill unless he felt there was a reason for it. He saw usage to people and hell, IIRC (assuming this isn't dub) he even asked Goku if he wanted to join him.

Babidi is just unnecessarily cruel and while his overall actions aren't as deep as Freeza, he has none of the sort of...villainous valor that Freeza had.
