Are they even trying to bring unemployment down to 0%?

A global issue taking place currently is so many people looking for work, but can't get one. Is the government even doing their best to bring down unemployment from 4.5% to 0% where everyone can get a job?

The us government. And if unemployment is not at 0, does it mean there will be some people who will be unemployed and not everyone will have a job?

I hope you remember that there is a not insignificant number who do not wish to have a job. There will always be a percentage of unemployment. The promise of 0% Unemployment Rate is a pipe dream at best.

Governments don't create jobs. The private sector does. There are Government jobs but nowhere near the private sector. That, and Government is already too big and we don't need to finance more Government pensions for positions created specifically for expansion, and not for a demand of said position. That's good if you like Government influence. But what we discover whenever Government gets involved, prices go up and quality goes down. Student loans, education, and healthcare are perfect examples of that.

And yes they are trying. They can't afford not too. But it takes time, and there are many, many factors involved.

If unemployment is at 0%, you have to start targeting a different group to explain the problems of the country, you can no longer point to the unemployed and call them lazy and other such names. You'll have to go on to targeting the working poor, they just aren't trying hard enough to make money and stuff.

Atleast here in the states, this isn't necessarily an unheard of opinion from politicians.
