Was 2nd form Freeza initially over a million?

When Freeza transformed into his 2nd form, he stated that if his power could be measured up, it would be surely over a million. But is he talking about his initial power or his full power in that form?

Could be either, but I'd stick with his initial power.

He was using it as reference after he transformed, not when he went full power on Nailccolo.

One thing to be noted is how rare raising your power level seems to be (at least in terms of a scouter measuring power).

Nappa when he arrives on Earth, and after he "powers up" to kill the Z-Senshi... and even when he calms down and fights Goku semi-evenly should apparently all read the same on a scouter.

The same could be applied to Freeza here. His 2nd form will read at 1mill+ no matter how much he's trying.

Freezer could raise his power in the traditional sense (in the same way Gohan or Krilin did). That's different than emitting a stronger Ki, which is what Nappa or Vegeta did on earth (Ki depends on a lot of things, for example, the same fighter with an aggressive stance will emit a larger Ki even if it would be always the same for a scoutter).

That being said, we have that scene with Freezer and Nail where Freezer said: "My power is 530.000, but I won't be using it all against you".

Here, with the z-warriors, he is doing the same. He states his upper limit in his second form to brag about how powerful he is, and proceeds to say that he is trying to control himself. In both cases he states his maximum power at that form, it wouldn't make much sense to brag about a suppressed power as I see it.

He can raise his strength... but the scouter wouldn't change readings in the same way it did for the Earthlings... is what I was trying to say.

It's like... imagine a store... and "powering up" is a clerk placing items on a counter... a character who cannot hide their power has it all just sitting there behind the counter, clear as day, easily read by a scouter... but not necessarily in use... while a character who can hide their power has it all stashed out back somewhere.

I don't necessarily follow it... but I think it's a valid argument for "over 1 million" being Freeza's maximum 2nd form power level.

Varying scouter readings seem to blow minds... but powering up itself doesn't seem to be a new concept... is the point I'm raising.

But Freezer could actually increase his ki (in scoutter terms). In the earth, for example, we know Vegeta couldn't do that. In that fight, he had a "ki displaying" scene where he showed Goku what he was able to do, but in terms of strength, we know for sure that Vegeta didn't increase it. He was able to beat KKx2 Goku before that, and his limit was stated to be 18.000 (which would be enough to do that, but not enough to do that without all the strength).

Freezer was different, he was fighting at equal terms with KKx10 Goku, then powered up, and he could beat KKx20 Goku with that strength.
In other words, more than "powering up", what the saiyans do in the earth is to display a power they are already using (except for Nappa when he calms down, but that's a different debate).

I believe Freeza to be quite the exception, especially oast his initial form. His second form is noted to be seen by very few people. I find it very probable that he could be of the type to surprise people with his ki control.

Second Form Frieza's reference to "over a million" is definitely in relation to his initial power. He powers up two more times over the course of the battle.

Here's some numbers.

Power levels are irrelevant and were based off nothing substantial, they were pretty much random.

Vegeta being 18,000 on Earth is debatable... but I won't get into that right now.

Freeza's strength definitely changes, I will not deny that... but how a scouter reads his power shouldn't. Just as it shouldn't for Nappa and Vegeta on Earth.

Yet, his ki control is highlighted and displayed as transformations. He transforms to suppress his power but can go from his Initial 4th Form strength to 70% of his full power without any physical display (except maybe taking a pose or yelling a little at a certain Kamehameha). The power's already there, he's simply deciding how much of it to use.
