Boo has a slight power advantage by my numbers, also complimented by Piccolo's strategic mind, so he would win.

even though i still think Gotenks has a slight power advantage, Buu has Piccolo's skills and techniques and also Gotenks would screw around too much so Buu wins mid-high difficulty.
