It's a terrible design so who knows?!

Lol seriously. I know guidebooks say he got it before the buu saga

Chapter: 451 (DBZ 257), P10.5
Context: after Goku makes Yakon explode with his Super Saiyan aura
Vegeta: “So that bastard Kakarot has also surpassed that wall…The Super Saiyan wall…”

I'm guessing they get the idea from that line but couldn't he just be referring to gohan?

He must have got it before Boo saga (or at the very latest, when training for the tournament).

Yeah he most likely got it sometime in between the Cell Arc and the Buu Arc. His training after seeing Gohan fight Cell was probably working to access the form.

Pretty sure he got it cause of Babadi. That's the whole reason he let himself get under his mind control so he could get the power boost to match Goku. Little did he know about SSJ3

Letting Babidi help wouldn't suddenly give Vegeta an entirely new Super Saiyan form he previously didn't have. He told Goku the gap between their powers more or less stayed the same over the seven years, and considering Goku was using SSJ2 when he said that....

He got it via training, just like Goku. Problem is Goku was simply more powerful in equal forms and Babidi helped even that.

If Vegeta got Super Saiyan 2 solely because of Babidi, why didn't he have any trouble using the form against Pure Boo? He simply snapped into it and that was that.

If Vegeta wasn't able to use SSJ2 at this point, I have a feeling that he would've lost his **** completely.

How would Babidi know how to unlock a new form either? Vegeta receiving SS2 from the little warlock doesn't really make sense. How would Vegeta even know it was unlocked?

The conversation between Gohan and Vegeta early on before the tournament implies he's reached Super Saiyan 2.

Chapter: 426 (DBZ 232), P4.2-3
Context: Vegeta talks to Gohan
Vegeta: “At that time there was a large gap between our powers…But what about now? While you’ve been enjoying peace, I’ve continued to train.”
Bulma: “That’s right! He doesn’t work one bit! Just like your father! I guess Saiyans just don’t work.”
Note: "that time" was the Cell Games, presumably.

That was before they voted on not using Super Saiyan (in general).

And yeah, it's a good indicator that Vegeta didn't flip his lid when he realized Goku had Super Saiyan 2. Whenever he's found out he's behind Goku in the past, he's either raged at someone or had a mental fit, but here he was calm as a pecan.

Which obviously means Vegeta is comparing them in general.

To be fair, it was this exact moment when he decided he'd let himself be controlled by Babidi in exchange for more power. Not what I'd call calm.

He didn't show anything remotely resembling anger, though. He only ever cited the power difference, not that Goku had an entire new form on him.

True, but that was because of the power Goku showed off, not the form itself. He probably would've mentioned it during their fight if it was that much of a motivating factor for him.
