Even if Zamasu did have to heal from the Final Kamehameha, that's not helping Vegetto's case. In the end, Zamasu still took Vegetto's strongest attack and it didn't amount to anything. He healed, popped into the air and arrogantly proclaimed himself a god. And he took that hit straight on and in a matter of a few seconds, Zamasu was up and running around like he just woke up and had coffee.
What is Vegetto going to do? The Final Kamehameha used up so much power that Goku and Vegeta couldn't even retain their transformations afterwards. Right now, Zamasu doesn't even have to fight. He's shown to be not only strong enough to fight against Vegetto and do legit damage to him, but also durable enough to survive his strongest attack and come out with no detriments to him.
Also to the people who think Vegetto was far above Zamasu. Seriously? What fight were you guys watching?

At no point during any contest or even possible comparison of power has Vegetto come out on top, unless you actually think that opening shot by a Zamasu underestimating his opponent as a true showing of power their power
The only way to make Vegetto stronger is to ignore the very episode he fights in. Every possible use of him being more powerful our equal is shown to be false, like the ki blade disintegrated, the fkhh which didn't work (and if you want to tell me he regenned, I want the evidence, because I've never seen him react like that through out the fight) after the speed blitz, the eye beam freaking Vegetto out when he pushed Zamasu's face into the ground, the complete lack of reaction to a punch that supposedly burned his face.
There's no evidence that Vegetto is stronger. Just because he's Vegetto doesn't mean he wins every fight if only it weren't for his time limit.
I've not seen a single compelling piece of evidence that Vegetto is stronger. They all are either stretching to insane degrees or just plain false. I swear, short of Vegetto getting one shot I'm not certain anything will convince anyone that he's weaker than another character, especially when a fight repeatedly showcases his disadvantage. Vegito was stronger, he was pretty much above Zamasu before he fully used the Light of Justice. He regenerated which is shown a lot throughout his battles With Goku, Vegeta, Trunks and Vegito. Each time a fatal wound gets to him he healed from it.

The rest seems to support Zamasu winning regardless of Vegetto's time limit. He can either tank a final kamehameha with no trouble, or immediately regenerates from a final kamehameha with no trouble, it sounds like Vegetto has no way to hurt Zamasu in any meaningful way.

If Vegetto couldn't do anything because of Zamasu's regeneration, why would that change if he didn't have a time limit?

And I have to ask. Ok, so Vegetto is "more powerful" but Zamasu's other advantages help even it out.
Advantages like having more physical strength, having more dangerous ki blasts, having more durability (that fkhh), having regen (doubly if that fkhh was regenerated away)
It looks to me like Zamasu is more powerful, and Vegetto just has a speed advantage.

Tinny - The fight played out with Vegito landing the most hits, he was on the winning side, Zamasu landed some good ones but they didn't put Vegito out of commission. His last atta k didn't connect or wasn't completely executed, he was going to kill him.
Nagito - Yes, but against the Hulking Zamasu, Vegito was still leading with skills, speed, and techniques. Because Vegito was about to kill his physical body.
Edit:
Tinny - Zamasu was not fighting clearly after he completely used the Light of Justice, he lost his "advantage" after he did that. Vegito had slightly better hand to hand, speed, fighting smarts, and techniques. One of those techniques were about to finish it.

This is a fight, not a boxing match, Vegetto cannot win via points, he has to get the physical advantage, which never happened, every time he had an advantage, Zamasu bounced back stronger, ignored it, or trucked through. Prove that the attack did not connect/wasn't completely executed.
Prove that he was about to kill his physical body, far as I could tell Zamasu was fine. And no, before you go on about your combo, you need to actually prove that was the plan, so why was he about to do the combo? What is your evidence?

With his killer technique that he was planning to use after putting all of his Ki into the Final Kamehameha? He didn't put all his ki into that, it was just noted he used a lot not put all of it in that one attack. His actual last one was gonna decide it and end it.
Edit:
Tinny - He managed to get the momentum and was beating on Zamasu compared to him just landing lucky or surprised blows that Vegito dodged and/or defended from. The attack was clearly stopped once the fission occurred, that part is common sense.
It was in the midst of killing his body, Zamasu's only fine cause of the fission but the key point was the fact that Zamasu's face was sizzling, it wasn't a random punch.

Why did Vegetto even bother with the Final Kamehameha if he had an even better technique hidden away? The reason is he didn't have a better technique, but of course that would make Vegetto weaker. So instead Vegetto's just a drooling moron and stronger. At least if Vegetto actually is more powerful as some say.
Forgive me if I find this line of thought iffy. It smells like the indoctrination theory to me, and feels about as likely to be true.

Tinny - He wasn't planning a combo, he was hoping that attack would finish him but the regen was more potent and that attack wasn't enough. His next attack was to up the ante from his Final Kamehameha's power otherwise him not busting out Kaioken to help out would make him look dumb if that at least can give him a significant advantage.
Nagito - To be conservative, there's no need to use your ultimate if you don't know the full capabilities of a regenerative opponent.

Also

Same source, Crunchyroll. He seemed intent on ending it both times, why should we believe the new one was more likely to work, especially when all we can see after that is this?

Nagito - To be conservative, there's no need to use your ultimate if you don't know the full capabilities of a regenerative opponent. So, let me get this straight.
Vegetto is going up against an opponent who's unbelievably syrong and can regenerate, but he's not using his strongest attack because...He doesn't know if he needs it? He was serious the entire fight, he isn't suddenly thinking "let's try this out, I might not have to use my best move". Unless he's idiotic, he'd pull out all the stops and throw his best into the ring straight away.
