Neither of them was great, Wheelo displayed his power a lot more and was certainly a lot more intimidating at the time, but he didn't really do a lot of evil scientisty stuff.

Dr Gero on the other hand, was quite threatening when he first saw him and created the androids and Cell.

So yeah, Dr Gero fills the evil genius archetype much better.

Dr. Wheelo was definitely more creepy and his voice gave me chills.

But Dr. Gero had accomplished more so I would say he was better.

Even Bulma admits Gero was a genius, although she never met Wheelo so you don't know whether she'd have the same reaction.

Wheelo was more interesting in the regard that he kept his cool a lot easier than Gero under dangerous situations. Even as he warned Kochin to stop infuriating Gohan, he never raised his tone too much. Whether that was to do with the fact that it wasn't his real voice(obviously given he's just a brain)but the monotone nature is major brownie points in his favor.

Made him far more menacing in my opinion. Given how hectic/quick to anger Gero was when 17/18 showed event the slightest bits of not listening to his commands. Though to be fair to Gero, he did just lose his hand/get beat up like a fool and the enemy was quickly closing in while his two secret weapons just idly glanced around. This was a very good thread idea though! :)
