Goku vs hit

Correct me if I'm wrong but in the anime it was more clear hit was holding back on power, right?

In the manga he says that shows his full power and that his body won't even hold it for more than a minute. But goku is still stronger since hit's time skip isn't working. I think they say after that hit's much stronger than this. Does he mean power wise? That wouldn't really add up. He must be talking about hit not using his best moves. But I wonder if hit's best moves would even work well on goku if goku is clearly stronger. What do you think?

It's one of those things where I think "stronger" is synonymous with "tougher." Hit's lethal techniques would make him a much more difficult opponent overall. I still believe SSB Goku would be too much for him, though, since SSG Goku was at worst his equal.
