 if SSJ3 Vegetto is SSJ4 Goku (Baby Arc) tier, Ultimate Gokhan could be pretty well Syn Shenron level tier to me at max, but Omega stomps him.

That concept is from an anime guidebook for A Hero's Legacy, which is a story that takes place after Yi Xing Long is defeated but before the end of GT. It wasn't the Perfect Files. It was also a very vague excerpt, not directly comparing SSj Vegetto with SSj4 Goku, but just Potara and Super Saiyan 4.

Anyway, a hypothetical Gokhan in GT would've been roundhouse kicked right to Hell.
