From the time in between the Cell Arc and the Buu Arc Gohan had lost power. But why is that? Had they made any statements or implications about other fighters losing power when they didn't train for a long period of time? Gohan was also a young boy and at the beginning of the Buu Arc is an adult. So wouldn't it make more sense for his power to increase a little or at least remain the same? |

He just didn't train. All the energy he had built up, the ki and stuff just went to waste. Even if Gohan's physical body matured there is a limit as Toriyama states to how strong a character can get without ki. So even if Gohan's physical body is better than it was as a child, he can't push the same level of ki into his body as his younger self could. |

It might have happened to characters like Krillin or Yamcha, but by the time they stopped training they were already irrelevant power-wise, so it wasn't even worth bringing it up. Gohan is the only fighter who was actually strong (in fact the strongest) when he stopped training, so his decrease is more noteworthy. |

I think the issue was more of not actually losing his powers but more of being not able to access most of his powers due to lack of training. It is sort of like lets say you got really good at a game or something like that by practicing a lot. And then let's say you don't play or practice that game for 7 years straight. And after 7 years you decide to play that game without much practice. You won't be that good. Sure, you might have 1 or 2 decent comebacks while playing but nothing that impressive that you did 7 years back. At least, not unless you start practicing seriously again for sometime.
