Chrome Favourite Manga One Piece	Regarding raw strength he's at least Freeza Saga level. His speed is harder to compare because it's more calculable than most anything DB. WIth that galactic speed feat it's comparable to Whis and Beerus. His durability is also hard to compare because of the discrepancy with ki and physical might. All this in mind, I wanna place him somewhere around Cell to Boo Saga because with his insane durability feats he could easily get the drop on most people, Cell included (but Cell is more iffy thanks to his intelligence.)

I'd argue Foom is just as intelligent if not more than Cell. Both are cocky (I mean for God's sake Foom is almost always speaking in third person ) but Foom used to be the pilot of a spaceship and doesn't take risks, unlike Cell who dared awaken Gohan's rage without knowing it would backfire. If Foom had been in his place, he woulda roasted Gohan like a chicken.

Chrome Favourite Manga One Piece	That's true. Should Cell begin to fail he'll freak out. Especially considering Foom isn't really gonna have much going in terms of power level reading. Boo is almost the same story except his durability and stamina seem to be way beyond Foom. Any Boo ought to win. Aside from him Foom could probably even manage a win against Vegetto.
