Kami (youth restored) vs Piccolo (23rd budokai)

Kami was outmatched by Piccolo in the 23rd budokai, but he was presumeably hampered by his old age like his evil counterpart. So, if Kami used the Dragon Balls to restore his youth, would he stand a chance against 23rd budokai Piccolo?

Our only point of reference for the detriments afflicted by age for these two is Drum's statement and Old King Piccolo's remark of not using half of his power against Goku. Since it's unlikely of Piccolo Jr to be more than double Kami's power, a younger version of him should win easily.

Are you sure Piccolo couldn't be twice the strength of Kami? Remember, Kami couldn't keep track of Goku and Piccolo when they were fighting seriously, Piccolo stated that even a hundred of the human Z fighters + God wasn't a threat to him, and even when Piccolo was severally exhausted and preparing to kill Goku, Kami choose to tell Tenshinhan to kill him rather than fight Piccolo.

Also, wasn't the "not even using half his power against Goku" statement about his full power when old compared to the amount he used against Goku, not his power when old in relation to his power when young?

I think God wins easily. I have the gap between God and Piccolo Jr. at 2x, while I think the boost from turning young is a lot more than that
