Tambourine is arguably weaker than Jackie Chun. The slothful nomadic swordsman with a single swift strike of the blade.

Cymbal was able to impress Yajirobe and Tambourine was said to be many times stronger than Cymbal.

It would likely be tougher than Cymbal but Yajirobe was able to push back a post-zenkai Goku, granted Goku didn't receive any damage but still. Goku was impressed at how Yajirobe was still all right from Goku's kick. Cymbal shouldn't be ridiculously far from Tambourine. So I'm giving it to Yajirobe, with some difficulties. He'd definitely need his sword to win.
