How good was Cell in Xenoverse?

What Browser do you use? Google Chrome, Internet Explorer.	I'm asking this because I never got the chance to play as him in the game since I had to sell it but Cell was always a beast in pretty much every DBZ game he was in. Case and point in B3, he was like the strongest character in the whole f***ing game alongside Omega Shenron. Fast ranged starters (notably his neutral P which is the fastest in the whole game), brutal rushdown game, 3 transformations that never wear off, and Energy Field overrides teleport counters. In the Tenkaichi series, he wasn't as dominant but he was still a beast in those games. Even in Super DBZ he was a beast. Was Cell a beast in XV or was he surprisingly weak?
