Google Chrome	It's equal powers, they're forcefully equalized. Cui feels like a scrapper and a crafty kind of guy. Dodoria, on the other hand, is a slob who can't keep up a chase for just a minute or so. Cui wins.

As for the topic, we don't have many feats on the two of them. I'm going to have to go with Cui, he seems to be in more physical shape than Dodoria. Also, the only things we've seen Dodoria do is beat on people far weaker than himself, Cui was confident in fighting Vegeta knowing that they were both equal in strength, so that means that he's either cocky or a rather skilled fighter.
