Every time someone says Android Arc I want to punch them in the face. Anyways Super Saiyan 3 Goku wins this easily. A closer match would be Super Saiyan 2 Goku.

Edit: Didn't see the Semi-Perfect Cell part. Goku still wins however.

SSJ Goku: 400,000,000
SSJ3: 3,200,000,000
SSJ3 with my multipliers: 8,000,000,000
Cell post-humans: 1,250,000,000
Semi-Cell: 6,500,000,000

Goku one-shots Imperfect, loses to Semi with SEG, and wins with my multipliers.

ssj3 Goku (Android Arc)- 2,480,000,000

Imperfect Cell Post Genocide-700,000,000
Semi Perfect Cell-1,1000,000,000

My Sources: The manga

Given that, Android Arc ssj3 Goku wins this one. It's not even close.

Gender Neutral, meaning I don't want to be specified to either gender. If you keep calling me by gender terms, I'm just going to call you an "it". That's all.
