If his base is as strong as a SS3 then the saiyan would be as strong as a SS3. . .as unspecific as that is. We can't say were his power would stop since only the author can create limits and in the world of Dragon Ball, limits are always being broken.

How strong would his ssj 1,2, and 3 be? Well lets put goku at 1 Base 1 Ssj 50 Ssj 100 Ssj3 400 With his new found power. Base 400 Ssj 20,000 Ssj2 40,000 Ssj3 160,000 So id say he beats all the buus.

Google Chrome Favourite Manga Hokuto no Ken, Berserk, Dragon Ball, Rurouni Kenshin, Attack on Titan, Kuroshitsuji	Gotenks is still stronger. They would surpass every form of Buu before Super and possibly Gotenks in SSJ1 but that's it.
